What is a qualified lead?
A qualified lead fits a written service boundary and has enough reliable information for a relevant next step. Define geography, requested service, property or transaction scope, timing, source record, permission, and the evidence required for acceptance. Do not use protected traits or unexplained proxies as shortcuts. An appointment, representation agreement, and completed transaction remain separate stages.
Can a partner be paid for a lead?
The CFPB's current Regulation X section on kickbacks and unearned fees prohibits giving or accepting a thing of value under an agreement to refer settlement-service business involving a federally related mortgage loan. It lists limited permitted payments and actual-service conditions, states referrals are not compensable services, and defines coverage and exceptions.
